"Creation of a Centre for Solar Energy Use in Odessa "
The main aim pursued in this project was development of solar energy engineering application in the south of Ukraine and Romania.
Creation of "Solar Energy Center " (hereinafter "The Center") as an independent and effective organization with the purposes
described in the
project's tasks, and, in its turn, stipulated in a basis of the Center's Statute, was one of the major stages on a way to the
project's tasks fulfillment. Project was initiated and supervised by three main actors: Berlin Energy Agency
Senat of Berlin and Odessa Region Council.
On the project termination moment it is possible to affirm that all tasks were successfully fulfilled.
Handed by the German partners know-how in the field of modern power engineering and solar energy engineering in particular,
has put a start to implementation of a number of measures successfully fulfilled by the Center. As a result of information
exchange it was received technical and informational materials as well as experts' consultations and skills for organization
of the Center's operation in conformity with the modern conditions of European management. Thanking to the contacts obtained
with the assistance of Berlin Energy Agency, Senate of Berlin and Odessa Regional Council, the Center became a sustainable
connecting point in a chain of generation and transmission of advanced western energy technologies.
The fulfillment of detailed training-on-the-job and access to modern information aggregating with the Center's staff initial
knowledge and skills has allowed training the project's staff effectively. The special role in the Center's knowledge base plays
the existence of the experts' pool, the majority of who are the leader researchers in solar power engineering of the former USSR.
As the confirmation of the Center employee's professionalism it can serve the constant participation in the international events
(conferences, workshops etc), consulting services and solar equipment designing.
As the important outcome of the project it can be considered the ability of the Center's staff to conduct effective educational
seminars for various target groups, including training for trainers. As the proof of above mentioned it can be adduced the success
of 3 seminars and 2 international workshops, carried out within the framework of the project. One of the seminars' important
effects is the reception of sufficient knowledge in the field of solar energy engineering by the groups of potential users
(clients) and solar energy equipment manufacturers.
During Center's operation it was formed a knowledge base, which contains the numerous data on European solar equipment
manufacturers, engineering and consulting bureaus specializing on solar energy engineering as well as contacts with the potential
local manufacturers and clients, scientific-research organizations, NGOs etc. This activity has allowed increasing an interest to
the Center's work and defining it as a focalizing point for the interested sides.
Perhaps, the most impressive outcome of the project became the creation of hot water supply system based on modern and effective
solar energy equipment. Located in the one of the large sanatoriums, an object is a real demonstrational unit calling a real interest
of many potentially interested groups. Creation of the demonstration object has served as a good incitement in stimulation the
interest of such installation usage in southern parts of Ukraine and area of Galati. It would be desirable to notice, that a new
collateral project on creation of laboratory on a base of the object is already being prepared. There, it is supposed to carry out
the researches on parameters of efficiency of installations introduction as well as the comparative metrics solar units' usage in
southern parts of Ukraine and Romania. The Romanian side repeatedly participated in seminars and workshop, conducted during the
project that confirms the fact of rise of a knowledge level on solar power engineering in Galats area.
A great attention of the Center's functioning was given to collaboration with local government authorities. As the result of
such activity it is noticed the increasing interest to solar power engineering showed by the representatives of local
administrations of a number of regions in Odessa oblast (Ivanovsky, Bolgradsky, Belgorod-Dnestrovsky regions). It is also recorded
an establishment of more close contacts between the Senate of Berlin, Odessa Regional Council and Galati Council in the field of
energy save technologies, in particular, solar energy engineering. This fact is put under elaboration of the project on
simplification of the procedure of regulation of energy save technologies usage in Odessa oblast handed over from Berlin. It
is also noticed the links establishment with the Administration of Fuel and Energy Complex of Odessa City Council. Today, the
Center is the main consulting partner of the Odessa Regional Administration on both solar and other alternative energy sources
development.
During the project operation, the Solar Energy Center carried out an active informational work through mass-media. In result
there were several materials published in local press, and also in all-ukrainian journals and directories. The information booklet
on the Center's goals, tasks and activities was also published; the Center's web-site was created. On the basis of results of
seminars it was elaborated the package of educational modules, presented on CD and distributed free-of-charge under the inquiries.
The Center's staff took part in local and international exhibitions and conferences both as the participants and the welcomed
experts.
Together with the project execution the following projects proposals were elaborated and presented for review to various donors:
"Creation of South-Ukrainian Forum for solar power engineering "
"Preparation of a book of popular scientific papers on solar power engineering practical usage.
"Creation of research & training center on the basis of the demonstration object" (in operation)
"Creation of interactive presentation of operating solar installations in southern parts of Ukraine and Romania " (in operation)
There are also arranged the contacts with Berlin Technical University that allows the German students to practice in Odessa along
with local students.
It is noticed an interest showed by the solar equipment manufacturers to the Ukrainian market. The German, Italian, Spanish, Greek
and Chinese solar equipment manufacturers are proposing the attractive contracts.
Nevertheless, the Center is going to install the solar system manufacturing, including solar collectors in Odessa region. In this
connection, marketing investigations were produced on a local market of compositional materials. It was found a mutual interest
with German (Webersolartechnick, Tuehringis Solar) and Austrian (Doma-Solar) firms - collectors manufacturers. As the investors,
there are considered the various credit institutions and societies (Mikrofinanzbank, kfW etc). In this sphere an intensive
activities are carried on.
The Solar Energy Center tries to expand the sphere of its interests and knowledge on modern kinds of energy save technologies, for
example, cogeneration units, and other technologies using renewable energy sources.
